Sheff Wed Deals with Major Issues, States New Football Authority

'We will play a key role in football's future' - football oversight chief David Kogan

The team's ongoing struggles represent a a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, the newly appointed chairman the regulator has stated.

In a wide-ranging interview, Kogan, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

The chairman convened with four supporter groups associated with the Championship side in recent days.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Proprietorship Status

The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year caused limitations by the league officials in June, preventing the club from carrying out any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Official's Viewpoint

The chairman stated: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where people are committed to a local institution that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the followers."

Inquired if the authority might compel an proprietor to divest a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being able to work with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the oversight body this week and insisted it was a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the significant advances achieved necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the achievement and development as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of this country. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a significant confidence."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
